The Plateau State Government has formally pressed criminal charges against five individuals arrested by the Department of State Services in connection with the March 2025 attacks that claimed the lives of over 30 persons in the Angwa-Rukuba community of Jos North Local Government Area. The move comes weeks after President Bola Tinubu visited the state and assured grieving communities that perpetrators of the violence would face the full weight of the law.
According to court documents filed by the Plateau State Attorney General and Commissioner for Justice, Philemon Audu Daffi, four of the suspects, Isa Umar Ibrahim, Auwalu Abubakar (also known as Auwalu Dogo), and Musa Abubakar Ibrahim (also known as Yaroro) are facing charges of criminal conspiracy to commit terrorism and other related offences. The charges state that their actions were "contrary to Section 269 and Punishable under Section 270 of the Penal Code Law of Plateau State, 2017."
The particulars of the offence, as outlined in the charge sheet obtained by Prime Brief Media, allege that the defendants, along with one Ado Ibrahim who remains at large, conspired on March 28, 2025, at Farin Gada, Jos North Local Government Area, to plan, organise, facilitate, and finance an attack on Angwa-Rukuba. The assault resulted in the deaths of over 30 individuals within the jurisdiction of the court.
"That you, Isa Umar Ibrahim, Musa Abubakar Ibrahim of Riyom Local Government Area, Auwalu Abubakar (A.K.A Auwalu Dogo) of Jos North Local Government Area, Musa Abubakar Ibrahim (A.K.A Yaroro) of Jos North Local Government Areas of Plateau State; and one Ado Ibrahim (now at large)... did conspire amongst yourselves to commit offences relating to terrorism when you planned, organized, facilitated, aided, and contributed money to carry out the attack in Angwan Rukuba," the charge sheet reads in part.
The fifth defendant, Adamu Isa Alhassan, faces separate charges including criminal conspiracy, culpable homicide, illegal possession of firearms, and illegally dealing in arms and ammunition. Court documents allege that Alhassan, alongside several other individuals who remain at large, participated in a series of armed attacks between January and December 2025, and into January 2026, targeting residents of Gwang, Rin Ward, Bachit, and Bangai villages in Riyom Local Government Area, as well as Vom in Jos South Local Government Area.
"That you Adamu Isah Alhassan together with one Ibrahim Musa (Now at Large)... and others also at large... did commit an illegal act to wit: Culpable Homicide Punishable with Death, when you armed yourselves with guns, attacked and killed the residents," the charge against Alhassan states.
The five defendants were apprehended by DSS operatives between April 3 and April 10, 2026, following weeks of intelligence-driven operations across the state. Their arrests and subsequent arraignment represent one of the most significant legal responses to the spate of violence that has plagued Plateau State in recent years.
The March 28, 2025, attacks on Angwa-Rukuba and surrounding communities in Bokkos and Bassa Local Government Areas sent shockwaves across the nation. No fewer than 30 persons, including women and children, were killed in the coordinated assaults attributed to suspected armed herders. The massacre prompted nationwide outrage and renewed calls for the federal government to declare a state of emergency on insecurity in the North-Central region.
In the aftermath of the killings, pressure mounted on Governor Caleb Mutfwang to cancel the state-organised "Experience Plateau, Arts Meets Fashion" event. However, the governor resisted the calls, arguing that cancelling the programme would amount to surrendering to the agenda of the attackers.
President Bola Tinubu, during his visit to Plateau State, had assured residents that his administration would not rest until those responsible for the repeated cycles of violence were identified, prosecuted, and punished. The filing of these charges is seen by many as a concrete step toward fulfilling that pledge.
